In a nutshell, there are two different things called conbadges. The first is the official conbadge, a stock form with your name and attendee number printed on it that you receive when you register at the convention, and which you are required to display for admission to most events at the convention. The second is the artist/fursona conbadge, which may be worn in a manner similar to the above and has an artist's rendering of your fursona. These are acquired and paid for much the same as any other form of commissioned artwork. They may be picked up and paid for at the Dealer's Den or Artist's Alley, or in advance via mail/PayPal/etc.
The OP was offering commisions for the second type of conbadge. Many artists offer these, and it's up to you to be the judge of whether you think a particular artist would produce a good rendering of your fursona and whether it's worth their commission fee.
